I said possible because I'm still working on it. Also, this method does not work for the ones before 1.00b. Anyway, I greatly miss making models and haven't been able to use PMD Editor because I'd get the message "PMD Editor has stopped running" upon start-up. I have 0.063, 1.00b, and 1.39 installed. All the methods I found that others said worked didn't work for me. I have found a method that finally has made progress (though now I'm getting an error message that informs me that PMD Editor has failed to initialize). Here's what I did:

I opened up the readme in the file. When I scrolled down, I found links to where the required components could be found and downloaded under each component. Yes, I've already downloaded the components before, but I found going to those links and redownloading really has helped (I don't really care how many times I redownload since it hasn't done any damage). Actually, there are specific reasons (other than how glitched up my laptop is) that it hasn't worked YET for ME.
-With 0.063, the .NET link leads to a download that is no longer available
-I'm apparently missing some components to DirectX. I'll find those later.

This hasn't been a proven method when all else fails yet, but I suggest that if you or someone you know is having the "PMD Editor has stopped running" on start-up and no method has worked; try this method. If you/they try it, please post whether or not it worked in the comments. I'm no expert on this (I haven't got my computer science degree yet), so I think it is best that we all work together to try to find the solution we need.

When I finish trying this method, I'll edit this journal entry and add my results.

EDIT: I'm just going to post all that I did, but I don't know if it exactly needs to be done like this. Anyway, I was getting the message "Direct3DX 9 was not found. Please install the lastest DirectX end-user redistributable package from Microsoft."
-I went to find the latest and downloaded it. I just extracted the files to My Documents. I don't know if this download was needed. The link can be found here: www.microsoft.com/en-us/downlo…
-Still didn't work, so I looked up the download for Direct3DX 9. Led me to a forum with a link. I basically wound up redownloading something I already had. This time went better. The link can be found here: www.microsoft.com/en-us/downlo…

Anyway, now I'm going to try to make a quick model to make sure everything is working okay (and to figure out how to use PMD Editor 1.00b). I'll post a link to a picture of the model if it works.

I had downloaded some days ago and.. it keeps me saying: "failed to initialize the plug-in" And I'm always trying to find a way to fix it but, I can't.

This PMD editor that I downloaded was the same programm that I got some months ago on another computer but the difference is.. It worked so good in that time!

I don't know what I have to do or if I'm doing something wrong.
